The Washington State Health Care Authority (HCA) has received $35 million in federal resources for the provision of health care services for uninsured and underinsured individuals under 200 percent of the federal poverty level, regardless of immigration status.
HCA will distribute funding in the form of Uninsured Care Expansion Grants.
Who can apply and how?
All eligible federally qualified health centers, rural health clinics, free clinics, public hospital districts, behavioral health providers or facilities, behavioral health administrative service organizations, and community-based organizations are encouraged to apply.
Online application process
The online application tool for the Uninsured Care Expansion Grant will be available from 3 p.m. on Wednesday, February 2, 2022, until 5 p.m., Thursday March 31, 2022. The HCA strongly recommends applicants read though all materials on their webpage before beginning the grant application. The online grant application tool times out after two hours, and edits cannot be made once submitted.
To prevent re-work, applicants are encouraged to print off the PDF version of the grant application to organize their responses before entering data into the online grant application tool.
When will I be notified?
Notification of grant awards will occur no later than May 31, 2022. Funds will be allocated as a lump sum to each awardee by June 30, 2022, and must be used by June 30, 2024.

On-demand training videos
Access brief on-demand training videos that cover the same information as the live session in short topic-based videos of the entire grant application process. Links to training videos will be available by February 9.
Grant application support meetings
HCA will host weekly 30-minute meetings during which HCA grant staff will be available to answer questions about the application process, timelines, and next steps. These will be held every Thursday from 1 to 1:30 pm, starting February 10, 2022, and ending March 31, 2022. The link to join will be available by February 9.
